I am going to go down this route when appealing and wondering how I should phrase it. I assume I acknowledge myself as the registered keeper and say in so many words that despite the parking sign clearly states users of the car park get minutes of free parking, the evidence used shows the driver of the car driving into the car park and not parked in a parking bay. Therefore, it is reasonable to assume that finding a space and getting parked up during the peak lunch hour would take over 6 minutes.

With the 10 minute grace period allowed for leaving the car park, it can unambiguously be said that no misdemeanour has occurred. Please let me know your thoughts. It is not in the period between entry and parking up. This is very different from many other car parks where the Time on Site is restricted, not the actual time parked up.

A few days after the date I received a letter to say that my appeal had been successful and that, surprisingly, Private Eye had not put forward any evidence to support their case at all.
